Custom boot/shutdown order for libvirt vms

I'm working in a development company which runs libvirt on a local Debian root server. Every developer has his own VM plus an extra VM which takes care of DNS settings. So the root server is only for the VMs.



This is our VM structure:




dns.local, dev1.local, dev2.local, dev3.local, ...




I woul like to stop(shutdown) dns.local at least and start(boot) at first.



I tried to create a script/daemon which runs before/after libvirt-guests.sh but I didn't work.
Woul you please help me?
