I am trying to simulate wc in my program, but I keep getting different results for number of words in binary and unicode files when I test wc on Scientific Linux 7.3 and Mac Pro. Now it's not a small difference at all. Is this Linux version using some different definition for white space?

It's completely unclear what you are trying to do and what results you are getting. Are you using the standardwccommand or your own implementation? And which input files are you using? And which locale have you configured?
