The facts:

  1. This happens on any Linux kernel.

  2. This happens on any Linux distribution.

  3. It happens on both input and output, but not necessarily both at the same time.

  4. It doesn't happen consistently, it's a dice roll - but it always happens when a program opens up the audio device. I could be listening to music fine, and then open, for example, an application and boom there it is.

  5. It happens most consistently when starting a Discord call.

  6. The only fix is to restart PulseAudio.

  7. I use a digital to analog converter, the Steinberg UR22, as my soundcard.

Here are some things that do work:

  1. For Wine, I can change the audio back end to ALSA, and that fixes it. It's still routed to PulseAudio, but the sound never glitches out then. This makes me think it's a PulseAudio problem.

  2. My sound card has to be 'warm' to start an audio stream immediately. I achieve this by outputting a constant silence signal to the sound card, keeping it 'hot', so that sound plays immediately. This also seems to lower the frequency of the audio problem. The Windows driver also outputs constant silence, it's just a part of how these devices work.

  3. I do not believe this to be a hardware issue. I have no issues on Windows or OS X with this hardware. The fact that using ALSA also eliminates the problem further reinforces that, but I'd prefer to use Pulse.

Where would I begin to solve and analyze this problem? Once a program has started up, the issue never comes up again. It happens only when the audio device is opened up. What configuration settings could be related to this?
