Differentiated chart of Red Hat and Debian package names

I'm not sure why package maintainer would choose a different name for each distribution for their application.
Our life would be much better if we have the flexibility to use the same package name for all the Linux distributions.
There were many times I come across a solution for application problems, sometimes I see them in askubuntu portal and they suggest me to install some dependency package, but I have to apply the solution in CentOS7 or vise versa scenario happens all the time.
E.g. In past, I had a situation where I want to install ruby-dev in CentOS7, previously I used it in Debian and the package name is as same as ruby-dev but it is different in CentOS7.
Do we have any portal or some sort of website which provides the equivalent name of one distribution package name for an another?
