Setting up Installation Repository in Centos Kickstart File

I have customized centos iso and a repository beside system packages. I need to install this iso with usb media. So far I've managed to set isolinux.cfg to refer kickstart file using ks=hd:LABEL=FW:/ks/ks.cfg and repo=hd:LABEL=FW:/. Everything worked as I expected.
To install the customized packages I have set "cdrom" to harddrive --partition=disk/by-label/FW --dir=/ in the kickstart file to look for customized repository inside usb disk but it did not work.
I've been searching for a while but everyone tells how to set isolinux.cfg file not kickstart file.
I have looked kickstart documentation yet I could not find a specific example on this issue.
The best I can find is https://ask.fedoraproject.org/en/question/79845/kickstarting-from-a-usb-drive-how-to-specify-the-repo/ but I did not work either.
My repodata directory sits in the root directory of usb media.
Any help is greatly appreciated.
