Kde Neon 18.04 kernel 4.15 Nvidia fails to load quadron k1100m

so since Kde Neon was rebased on 18.04 i've moved from kubuntu to neon and surprise suprise i am unable to get nvidia drivers working in anyway.
My graphics card is quadron k110m.
Recommended drivers are 410.
kernel 4.15.0.33
already tried:
- ubuntu-drivers autoinstall
- turning off xorg and installing using graphics-drivers/ppa
- installing cuda-toolkit 10 and 9.2 alongside drivers
- all of that was done with 410 396 390 387 version of drivers...
also on kubuntu a week ago nvidia was working fine, 390 to be exact.
any ideas how to solve this without hopping distro? Kernel downgrade?
