Is it faster to have Windows natively and macOS as VM or the opposite?

I have tested macOS on VMWare and not only it's slow, but it's also against macOS' EULA, so I dont really like the idea. But I never ever had a Mac, and I dont know if a virtualized Windows will be fast either, so I'd like to know if it's best to bet on a Mac or a Windows Laptop (having the other OS on VM) because I don't want to lose the capabilites of quickly developing in Visual Studio, nor losing the capabilities of programming for iOS. I program for many platforms as I want to sell many services for my business.
This issue I want to solve is not only because I'll need flexibility and speed, but also because breaking EULAs is not a business thing to do.
