Can't mount system partition to rw

mount -o rw,remount /system
- I tried mounting the system this command, not work.
- Downloaded the Total Commander app mount system this WORK but not fully.
- I get device resource or busy error message after modifing system file. Please showing the images:
I tried ES file mounting /system and the /etc to rw every reboot back to automatic read only status. The folder permissions is not problem all status enabled after reboot. What this?
