Amavisd appears to skip anti-virus checks when using $sa_spam_subject_tag

In our email architecture, it is a requirement for suspected spam emails to still be forwarded in case a false-positives. To achieve this $sa_spam_subject_tag
is used with $final_spam_destiny = D_PASS;
to always relay the mail and allow it to be filtered downstream. However, when using this configuration the anti-virus scans appear to be skipped. Spam emails with anti-viruses are still forwarded.
It appears D_PASS
skips the anti-virus checks, or the spam assassin checks are of a higher precedence than the anti-virus.
Is there any way to order the precedence of checks in amavisd or to otherwise prevent virus-infected emails from being forwarded if they are also suspected spam emails?
