SCP after a file has reached completion

I would like to create something that would look to see if a specific zip file is done increasing in size, then scp it to another server. These zip files get created at many different times of day, every day, so I would like to stop having to manually transfer them. Is this possible to do?
The file is getting created on CentOS 7 as root. The other server is not root, but I have the user's id_rsa saved.
