Efficient way to move data before rsync

I'm trying to migrate data to a replacement VM. In trying to speed up the transfer and reduce stress on the network pipe, I tried to tar and gzip the datadirs and transport across town, extract on the replacement VM, then rsync any differences.
For some reason rsync hasn't picked up that these files are largely the same and has transferred all files.
What would be the best way to manually bundle/compress the datadirs for manual migration and maintain rsync compatibility?
