I set up the device as follows:

iface eth1 inet static
address 192.0.2.7
netmask 255.255.255.0
gateway 192.0.2.254

then activate it:

ifconfig eth1 up

device is up but does not have an ip:

eth1 Link encap:Ethernet Hardware Adresse a0:1d:48:c7:7f:e5
UP BROADCAST MULTICAST MTU:1500 Metrik:1
RX packets:1013 errors:0 dropped:0 overruns:0 frame:0
TX packets:55 errors:0 dropped:0 overruns:0 carrier:0
Kollisionen:0 Sendewarteschlangenlänge:1000
RX bytes:86113 (84.0 KiB) TX bytes:4686 (4.5 KiB)
Interrupt:17

The linux box in question has 2 ethernet ports. i access it via eth0 which uses dhcp. But that's not an option for eth1.
