while increasing ulimit forming error:- “bash: ulimit: open files: cannot modify limit: Operation not permitted”

I'm increasing the ulimit in ubuntu using command ulimit -n 10000 but it gives me error of bash: ulimit: open files: cannot modify limit: Operation not permitted I search for this error. This question will having accepted answer for increasing the ulimit but while I'm trying do it like same then it will giving me the same error bash: ulimit: open files: cannot modify limit: Operation not permitted. I also add line in /etc/security/limits.conf add the below lines



paislee hard nofile 4096
paislee soft nofile 1024


But it will not increasing my ulimit open file limit. Will anyone help me to out this problem?
