nofiles parameter in limits.conf is not reflecting in the process running under the user

Following is the ulimit output

ulimit -a

core file size (blocks, -c) 0

data seg size (kbytes, -d) unlimited

scheduling priority (-e) 0

file size (blocks, -f) unlimited

pending signals (-i) 128308

max locked memory (kbytes, -l) 64

max memory size (kbytes, -m) unlimited
open files (-n) 65536

pipe size (512 bytes, -p) 8

POSIX message queues (bytes, -q) 819200

Following is the output of a process running under same user

cat /proc/53879/limits

Limit Soft Limit Hard Limit Units

Max processes 128308 128308 processes

Max open files 4096 4096 files

Max locked memory 65536 65536 bytes

so actually max open files is set to 65536 but process took 4096, what am I missing why is this process not coming with 65536
