Location for /etc files when installing a local non-admin app

When I build an application locally and install it without admin permissions, I usually select ~/usr/local, and let configure take care of the rest.

Now I mean to build colordiff, which requires modifyig its Makefile by hand.
I know how to choose INSTALL_DIR and MAN_DIR, but I wouldn't know what to use for ETC_DIR (a replacement for /etc).

This is a sample case of a my more generic question:

What would the correct replacement for /etc be in cases of installing apps locally with no admin permissions.
Note that I do not have permissions for /usr/local/etc either.
