keyboard : third level characters from language input ubuntu linux 18.04

linux ubuntu 18.04 : keyboard for language input problem :
The default 'basic' (in my case English (US) ) seems to take priority over other language layouts for third level characters.
If the default does not have a character defined for third level, then a character from my language input is chosen, otherwise it is chosen from the basic.
The default third level character for the first key is not defined. As I switch to my input 'in' (from .../xkb/symbols), my defined character (I have U095A) is chosen.
The second key has a default defined : ù and even with my input 'in', it still chooses this even though I have defined for it.
The same happens with all other keys. Any solutions?
