How to put the cursor at start of file when committing Git changes?

git commit and similar open Vim with the cursor at the start of the line I was last editing in a commit message, even though that was a different commit. What would be the best way to set it up to always put the cursor at the start of the file? (Or alternatively the end of the first line, since that's useful when using a commit title template.) Ideally this should be a Vim configuration, because I rely on $VISUAL rather than configuring editors for everything separately.
