xterm and Prior key remap with xmodmap

Within Xorg I try to remap Prior key to AltGr-i with following code:
xmodmap -e 'keycode 31 = i I i I Prior Prior rightarrow idotless'
this works for graphical programs and rxvt as expected.
But it does not work with xterm.
With this setting Shift-i in xterm maps to Shift-Prior and I'm unable to enter capital letter i. (probably this is a bug)
How to solve this problem?
(or even how to track it down, so I can write a proper bug report)
Remarks:
xmodmap -e 'keycode 31 = i I i I at at rightarrow idotless'
Works like expected.
But:
xmodmap -e 'keycode 32 = o O o O Next Next oslash Oslash'
has the same issue in xterm like Prior.
I'm using Debian Stretch.
