Debian 9.4 Stretch mate-desktop/stable 1.16.2-2 amd64 updated today

I have set the clock to use 12-hour format but it displays as 24-hour.

dconf dump output for clock:

[org/mate/panel/objects/object-9]
applet-iid='ClockAppletFactory::ClockApplet'
toplevel-id='top'
position=111
object-type='applet'
panel-right-stick=true

[org/mate/panel/objects/object-9/prefs]
show-date=true
format='12-hour'
custom-format='%a %b %d, %I:%M'
show-seconds=false

dconf-editor for object-9 has error "No schema found" but has the format settings shown above. The display of the clock is as expected through these settings except that the hour setting is 24-hour rather than 12.
