Freeglut () failed to open display

I'm new to coding, running a software called Madagascar within Cygwin.
I have made a SConscript file and then run the command scons, which works. But when I run the command scons view
, which is supposed to plot/display a graph made in the SConscript file, I get the error:
freeglut (/home/madagascar/bin/sfpen): failed to open display ''
scons: *** [first.view] Error 1
scons: building terminated because of errors.
Can somebody help me out? I am not sure what to do about this freeglut thing.

Hi, I am attempting to but it's flawed. The XWin Server does not open for me from the Start menu. The command startx works to open some sort of plotting window but can only plot one figure there. If I try to run the multi-window version (command is startxwin), nothing opens. Another thing is I have run the command "export DISPLAY =:0.0" in hopes that that is setting my display environment variable correctly - maybe this is actually incorrect though and this is the cause for the error

Startxwin does not open anything. It shows an X icon on the menu toolbar and from that you can start the Xterminal or other programs.
