docker layer hashes changing while downloading/uploading

So I'm having trouble with some layers on some docker images.
as you push/pull images, occasionally it gets stuck at one layer and the hash keeps changing. In fact the progress bar keeps going back and forth on the same layer. What could that mean?
I've been waiting for hours and it's working on the same layer, and the progress is jumping between certain specific values. the layer size is also cycling.

This is crazy, but I have an nvme ssd, and I'm wondering if as it reads the layer (eg to compress/buffer it) the read operation is flipping some bits, causing the hash to change. That seems highly unlikely though, since it's in a cycle, and I would expect it to just crash if something that bad was happening.
