Python 3, no internet connection after update

I recently updated my Debian 9.3 and after this Python3 can't install packages any more (nor access the internet through an API).



I assume that urllib3 was updated, and does not work well with Python3. I don't remember though what was updated (with apt upgrade).



pip3 install --user <package> (no matter what package) fail with:
