Missing applications menues like 'file' 'view' 'edit' 'search' etc

I started a ubuntu 18.04 LTS on google cloud, installed ubuntu-desktop, nautilus, gnome-panel, gnome-settings-daemon, metacity, vnc4server



started vncserver, connected through realVNC and the app i want to run doesnt have this menu bar.
when i run it on my laptop where i run ubuntu 18.04 lts it looks like this

this is setting of my vnc
server



but the menu just isnt there. is it vnc issue or gnome issue?
