Linux Mint 19 “Tara” freezes on splash screen at final dot

I've downloaded the ISO and created a bootable USB drive but when Mint pulls up, it displays the Mint logo and the dots below it, however the final dot never lights green and the OS just freezes. Also, when I tried starting it in compatibility mode, it kept throwing "CPU 0 has timed out for 22-23 seconds!" error messages. Any ideas?
(Currently running 64 bit Windows 10 and am trying to install 64 bit Linux Mint 19 "Tara")

How about telling us the hw/processor/video cards editing the question before filling imaginary bug reports?
