How to make domain redirect to random URL?

So what im trying to do is get my domain to redirect to a random number. ex:
http://127.0.0.1/$random, does anyone know how to do this? the string i am using to redirect (this is my index.html):

<head>
<title>Redirecting</title>
<meta http-equiv="refresh" content=".01; URL=http://(WEBSITE_URL)/?(RANDOM_NUMBER)">
<meta name="keywords" content="automatic redirection">
</head>
