How to open .gz.asc file

If opened in emacs it shows Begin PGP Message version GNUPG v1.4.12 (GNU/Linux)
I tried using gpg 2.0.22 and it wouldn't open I was getting and error like:
gpg:encrypted with unknown algorithm 10
gpg: Ohhhh jeeee: ... this is a bug(passphrase.c:118:hash_passphrase)
/usr/bin/tar: this does not look like a tar archive
/usr/bin/tar: Exiting with failure status due to previous errors
It tried to authenticate one time but i cant get it to ask for a password again. It might be entering the wrong password saved from the one wrong entry.
