Yum Dependency Error

Hello I am trying to install php 7 without an internet connection. I have downloaded the needed rpm files from the epel repository, however when I try to install php using those rpms it seems there is an issue with dependencies.
Error: Package: mod_php71w-7.1.11-1.w7.x86_64 (/mod_php71w-7.1.11-1.w7.x86_64)
Requires: libcrypto.so.10(OPENSSL_1.0.2)(64bit)
I have tried to install compat-openssl10-1.0.2j-6.fc26.x86_64.rpm
to satisfy the requirement, but I got the following error:
Error: compat-openssl10 conflicts with 1:openssl-libs-1.0.1e-60.el7_3.1.x86_64
Error: compat-openssl10 conflicts with 1:openssl-1.0.1e-60.el7_3.1.x86_64
How can I resolve this issue / install php 7 offline?
