Cannot get jupyter 4.3 to start via init.d script

The following script allows me to start up jupyter 4.2.1 on one dev box - Debian 8.9

Adding the same & making it executable returns with no output when I attempt it on my other Debian 8.7 box running jupyter 4.3.0.



Not sure what it could be that would be different in either environment.



journalctl -xn returns nothing either.
