Lightdm: Starting the Desktop Environment Depending on Which User Logged In

I'd like to set up a user account (lets call it userA) that, on login, instead of starting the desktop environment (Budgie), it goes to a TTY. Having the inverse behavior (starting at the TTY first but automatically starts the desktop environment if logged in to a user that is not userA) is also plausible.
Is the above behavior possible with Solus v3.9999 and Budgie Desktop?
