Network-/ModemManager doesn't unlock SIM automatically

I use nmcli to set up a gsm connection in Ubuntu 16.04. Configuring this connection I set the gsm.pin property and auto-reconnect is enabled.
When nmcli tries to connect it says that the modem is in locked state. Which is correct because the SIM is still locked. Normally with other devices/installs nmcli unlocks the SIM but now I have to do this manually with ModemManager (mmcli).
After this step NetworkManager is able to connect. Why is this not automatically done?
My workaround is to continuously check with mmcli if the SIM is locked and if not execute the SIM unlock command with mmcli. But this shouldn't be necessary.
