Filezilla EOF SFTP Error

A router is accessible with Putty via SSH. A remote user was a to login from the command-line and scp a file. Attempts to login with Filezilla are met with errors:

Error: Received unexpected end-of-file from SFTP server
Error: Could not connect to server

This procedure was found (router side?), however, there is no /etc/ssh or sshd_config file on the router.

What is the procedure to diagnose the error message?
