apt-key fails when key server does not include protocol and port

I am trying to run an install script for Gazebo, which first tries to get the gpg key from keyserver.ubuntu.com. This fails with the following message:



gpg: keyserver receive failed: Server indicated a failure


Other answers online suggested this error occurs when accessing the keyserver from behind a firewall that blocks the default hkp port (11371). I'm not, but I tried changeing my keyserver to hkp://keyserver.ubuntu.com:80 anyways as a sanity check. It worked, so I tried hkp://keyserver.ubuntu.com:11371, pointing explicitly to the hkp port, and again it worked. So it seems I only get the error when I don't specify protocol and port. Is this the expected behavior?



I'm running a fresh install of Ubuntu 18.04.1.
