data manipulation of text file through shell script [on hold]

i have a file like that below.
So my o/p file SHOULD be in 2 files .
1) 1st file should contains each and every header files with a unique key attached with it .
like A header files(there is a space between unique key and header file)
B header files
C header files etc
2) 2nd file should contains all records prefixed with the corresponding unique key of the respected header files .
Likes A data
A data
A data
B data
B data
C data
C data etc(space between unique key and data)
I will show the images of the O/P files .enter image description here
For this write the shell script.PLEASE .I am unable to do it after try my best .Please do it .
