dnsmasq occasionally failing to resolve anything

I use Lubuntu 17.10. By default, NetworkManager sets your /etc/resolv.conf
to use a dnsmasq on localhost. Now, for some reason, occasionally (some networks some of the time, other networks always, some networks never) I fail to resolve hostnames with this setup, while if I enter the DNS server name from the DHCP lease NetworkManager got, manually, into /etc/resolv.conf
- name resolution works again.
I realize this question is slightly vague, but - why could this be happening and how can I get dnsmasq to properly use the DHCP-provided DNS servers rather than somehow ignoring them?
