Fedora 27: Error: Failed to synchronize cache for repo 'updates'

i have an issue in update the repo for Fedora 27 VM,i faced the bellow error



Error: Failed to synchronize cache for repo 'updates'


every-time i run any repo command. also, i try the dnf clean all command as well but without hope.
i already did googling search on that, however, i checked in two different ISPs and the issue is the same also, i didn't implement any proxy within the network.
