Installing Tor on Cygwin

I want to run torsockscommand on Cygwin, but couldn't install tor package.
I'm trying to use this package manager,however command apt-cyg install tor doesn't work.
(Unable to locate package tor response).

Welcome to U&L! It looks like the package you are looking for is simply not available for Cygwin. Available packages are listed in Cygwin Package List. Package managers for Cygwin can wrap Cygwin'ssetup.exeexecutable or re-implement its functionalities, but in both cases they will act upon the aforementioned package list.
