Does Fedora restrict the set of allowed characters in filenames?

According to Wikipedia's article about filenames, the set of allowed characters in a filename may depend on various things: the filesystem, the operating system, an application or interoperability requirements.
I have searched, but did not find the answer â how restriction of this set is handled in Fedora? Maybe is there any standard documentation for that? Maybe Fedora does not restrict filenames at all, leaving this responsibility for, e.g., filesystems?
What I have found so far: in this unix.stackexchange answer it is said that in Unix-like systems filenames should be described in terms of bytes, not characters. Additionally, there is mentioned that it is the kernel that make some restrictions â what may explain part of my question, assuming that Fedora may not change these restrictions on its own.
