List memory usage distribution between apps in linux

Top list app X as using 38% mem, the rests of the apps is around 0.6 mem usage When running pidstate with X pid it shows the same 38 %
When running sar it shows 67% memory usage. stackdriver agent also show something around 60%
Who can I find hows using the rest of the ~30% memory? Why there is a difference between top and sar? I expected sar to show 38.6.
