Gnome: how to have the on screen keyboard always active?

I am configuring a minimal installation of Debian 9.3 with gnome 3.22.3 as desktop environment and lightdm. This will be used only with a touch screen in a kiosk-like set-up, although at this moment it still has a keyboard and a mouse attached. I would like that the on screen keyboard would be always active. At the moment the installed on screen keyboard (caribou) pops up when some applications get the focus (e.g. a terminal), but does not appear when an input field of a custom-designed application got the focus. I would prefer to use caribou, as AFAIK it is the default on screen keyboard for Gnome, but a solution with a different on screen keyboard is ok too.
