cannot connect to wifi after cold boot

I own a medion 96350.This laptop has a HW wifi switch which isn't accessible in GNU/Linux. This has never been a problem. The switch is on. I used ubuntu 14.04 for years and had never any problems. Now I installed (multiple boot) Debian 8 with MATE. The wifi is not available (the 'enable wifi' button is there but can not be clicked) after a cold start. When I boot into the old ubuntu 14.04 everything works fine, and when I shut ubuntu down and restart (warm) in debian I have wifi access without any problem. I tested ubuntu MATE (18.04) from a life disk and had the same problem as in debian.
Does anybody has an idea to solve this ?
update:
the output of rfkill in the debian install mentions: "hardblocked: yes".
in the ubuntu 14.04 install this is:
0: acer-wireless: Wireless LAN
Soft blocked: no
Hard blocked: no
1: phy0: Wireless LAN
Soft blocked: no
Hard blocked: no
I have no idea why there is a second Wireless LAN.
somehow ubuntu 14.04 is able to toggle the hardware switch ?
