Load partial XKB configuration

I'd like to modify my keyboard so that when I do Ctrl + NUMPAD<2>
(well actually Caps lock as I reversed Ctrl and Caps-lock using KDE's configuration) it sends a down key without any modifier. How to do that is not the purpose of this question (maybe latter after several tries), but for now I just try to understand how XKB works, and it seems that I can't just load a "partial" conf on top of the existing one. Indeed, I don't want to play with the user layout (I don't mind if he is using qwerty, azerty... I just want to configure the numpad).
So is it possible in XKB to load a partial configuration from a file?
