âmodule loadâ works from command line, but not when I run it from PHP script

I am trying to load the R-Project module when my PHP script runs. If I type
"module load R-Project"
before I run my script it works. But when I run
exec("module load R-Project")
from PHP, the module does not load and my program fails. Other posts suggest I may need to find the module load .sh script directly, but I am not sure where it would be. I used this advice to find modules.conf, but this file does not exist on my system. I have also tried
shell_exec("module load R-Project")
and this also did not work.
I am on an AFS system at a university. I do not have superuser privileges. It seems like it may be a security issue?
