Qubes debian 9 template VM apt update doesn't work

I am unable to update or install anything via debian 9 template vm.
if i have a local .deb then i can install and run it off an AppVM.
How to fix the following?
sudo apt update --fix-missing

could you elaborate as to what does not help? Looking at the error message you posted it looks like your sources.list for your debian VM does not have working repositories. Verify that yoursources.listor/sources.list.d/are set up correctly.

Check if you have correct repository url's in your sources.list file as described here: https://wiki.debian.org/SourcesList
