Personal/Local Repository Issue

I install ubuntu 17.10 with out any internet connection
i need to install some package on it but i can not connect this computer to Internet .
so i try to know how can i install package on it in offline mode i try very solution but all of them have some problem
i found 2 way to have local repository :
1 : install Apache : but it need internet .... i abort it
2 : use this solution : https://help.ubuntu.com/community/Repositories/Personal
but i get error on
apt-get update
i search for my problem some one have same issue but no any solution
same as link :
Local Repository error
it try keryx and other software i dont get good answer
any one have tested solution for it ?
