How to open windows txt with cyrillic text?

How to open Windows text file that have Cyrillic text ?
If I open with mousepad there is understandable text.
If I type
file -bi test.txt
text/plain; charset=iso-8859-1

do not rely onfileto determine 8-bit encodings; it doesn't know if a file is windows-1251, windows-1252, koi-8, etc. If the file appears as nonsense cyrillic withiconv -f windows-1251, try alsoiconv -f koi8.

Open in what? Either whatever you're using to read the file needs to be configured to read cp1251 [probably] or it needs to be converted into whatever encoding your viewer is using. [hopefully UTF-8]
