Changing the scrollbar for GTK2 themes

I have an issue each time I try to edit my gtkrc. I've modified a gtk2 theme that was included with Xfce and I've adjusted it to my liking. However, I can't seem to get the scrollbar functioning properly. I would like to be able to use the scroll bar on the left in the attached photo within my terminal emulator on the right hand side of the screenshot. Here is my gtkrc: link
