Customize file system between Dual Boot

I have a dual boot(Windows + Lubuntu), and I divided my storage device in 3 main patitions(Windows, Lubuntu, Files). In this Files partition I want to have 3 folders(Windows Install, Lubuntu Install, Common Files).
Is it possible to redirect all the installations made in Lubuntu to this folder? Inclusively the ones made with apt-get and download packages?
The reason I want to have a third partition with Windows and Lubuntu install is because If I made it separately i will have fixed sizes for the partitions, and in the future these sizes can be too small or too big.
