Create an arm64 Linux rootfs for qemu

I am trying to test some changes to a kernel (version 4.5.5) for the arm64 architecture. To test these changes I need to have a rootfs that has build utils like gcc as well as a swap partition. I am somewhat new to qemu and building root file systems. I can successfully build a rootfs with buildroot but I don't get gcc even though I tell it to include the build utils and I can't figure out how to have a persistent swap space. I need a swap space as I am testing something with major page faults. Any help will be appreciated. Thanks.
