Power down hard disk on Debian after timeout

I am trying to migrate my selfmade NAS from a Raspberry Pi (Raspian) to
a TinkerBoard (Debian) because that's faster on USB and has Gigabit Ethernet.
In Raspian I use hdparm.conf
to configure spindown_time
to set sleep timeout for a USB drive, and that works fine.
The new system is on a TinkerBoard with a Debian 9.6 stretch Linux operating system. There is a hdparm
package but no init or service
script to reload and apply hdparm configuration.
How can I set a timeout for hard disk to go to sleep in Debian, like it is done with hdparm and the spindown_time
setting on Raspian?
