rsyslog to log file Redahat Linux, works at boot not on system to start

I have a couple apps that start and log properly to files. This is controlled via conf files for rsyslog. But this logging only works when the system is booted. If I use systemctl to stop//start these apps, the log file is gone and does not reappear for the restarted app.



If anyone can tell what the problem might be from the diff between system boot and systemctl start in this context related to rsyslog and point to where to look to fix it, I'll post back what worked since I haven't found similar problem and fix described out there.
